HISTORY OF THE PROGRAMS AND PROJECTS COORDINATION UNIT (PPCU)
Supreme Decree N° 25999 of November 24, 2000, creates the Fiscal Decentralization Unit (FDU) under direct supervision of the Ministry of Finance as a public domain entity with legal authorization as well as technical & administrative autonomy to carry on all the activities described in Article 1 of the aforementioned Supreme Decree which basically were to lead, coordinate and manage the execution of financing agreements that the country was granted a donation or loan for activities related to the perfecting of administrative decentralization.
At a later time, through Supreme Decree N° 26108 of March 16, 2001, Supreme Decree N° 25999 is modified, understanding that the PPCU is under dependence of the Ministry of Finance as a Decentralized Unit and not with own legal authorization but with technical & administrative autonomy and which mission is the to coordinate and manage the execution of the financing agreements for donations or loans, destined to activities related with the perfecting of processes of administrative decentralization of the country.
Supreme Decree N° 27732 of date September 15, 2004 published September 27 of that year, in its Article 66 modifies the only Article of Supreme Decree N° 26108 as follows: “The Fiscal Decentralization Unit as from now will carry the name of Programs and Projects Coordination Unit (PPCU) depending directly on Vice Ministry of Treasury and Public Credit, through the Ministry of Economy and Public Finance with roles established in Article 4 of Supreme Decree N° 25999 of November 24, 2000. In the realm of responsibilities concerned to the Vice Ministry of Treasury and Public Credit, the PPCU’s roles are enlarged to the coordination and execution of the agreements of financing granted as donation or loan determined by the Ministry of Finance”.
On March 8, 2006 with the promulgation of Supreme Decree N° 28631 of Regulations of Law N° 3351 of February 21, 2006, Law of Organization of the Executive Branch (LOPE), the hierarchical structure of the Ministry of Finance is modified consigning in numeral 1 of Article 59 (Decentralized Public Entities ) to the Programs and Projects Coordination Unit (PPCU) as non-concentrated public entity, depending on the Ministry of Finance, with independence of administrative-financial-technical management in charge of an Executive General Director that exercises the institutional representation.
Through Supreme Decree N° 29894 of February 7, 2009 the Ministry of Finance turns into the Ministry of Economy and Public Finance establishing in the aforementioned bylaw, in its fourth transient disposition, that all Decentralized and non-concentrated Public Institutions would re-adequate their policies and objectives in the framework of the dispositions of the Constitution of the State.
On the care of this provision, Ministerial Resolution N°007/09 is issued for which the Programs Coordination Unit (PPCU) turns to be the Programs and Projects Coordination Program under the Ministry of Economy and Public Finance.
