The leadership of the conflicted sector accepted maintaining the tariff table proposed by the Government with a depreciation factor of eight years.
The Vice Minister of Tax Policy Ms. Susana Rios, signed around 19:30 Tuesday an agreement with the leadership of the Freight Transport Chamber by which this sector quitted protest measures and agreed to begin the process of legalization of trailers and semi-trailers next December with the value table proposed by the Government and a depreciation index of eight years.
The agreement was subscribed after a 4-hours meeting in the Ministry of Economy and Public Finance where the Vice Minister of Social Movements Coordination Mr. Cesar Navarro was present.
“We have signed an agreement,-said Ms. Rios-, we are glad about their willingness (freight transport leaders’) have had to share some criteria (…), and we could managing the value table proposed by the Vice Ministry of Tax Policy”.
On his hand, the CEO of the Freight Transport Bolivian Chamber Mr. Fidel Baptista manifested its conformity about the subscribed agreement, thanked Vice Minister Rios and announced that “all nation-wide protest measures are stopped now”.
Mr. Baptista acknowledged that they could advance until the signing of the agreement thanks the predisposition assumed by Vice Minister Rios to whom he “deeply” apologized for the problems arisen in the process of this negotiation. The Coordinator of the Bolivian Chamber of Freight Transport Ms. Layda Nunez del Prado also regretted for any problem that they would have had with Ms. Rios in previous weeks.
The freight transport began Tuesday a road blockade though the Vice Ministry of Tax Policy and the Ministry of Economy and Public Finance kept the dialogue open all time and although in November 15 they had already planned other protest measures, precisely to attend the dialogue summoned by Ms. Rios.
The legalization of trailers and semitrailers will begin the second half of December under the framework of Act 133 of Regularization of Undocumented Vehicles promulgated in June 2010 and Resolution N°491 of the Ministry of Economy and Public Finance (issued on October 27, 2011)
The most outstanding part of the three-point agreement subscribed Tuesday establishes that: “the parties reached a consensus about the applicable technical aspects to determine the total amount to pay in the process of regularization of trailers and semitrailers”
“Therefore, considering the actual situation of the sector, regarding the seniority of their devices and the refurbishments carried on to them in the country, the value table proposed by the Vice Ministry of Tax Policy remains and an index of depreciation of 20% inter-annual to 8 years of seniority will be applied”
